CIGR-SECTION VII:
INFORMATION SYSTEMS
Mission Statement: The mission of the Section is to advance the use of Information Systems for improving the production cost, processing, and quality of agricultural products. This can be achieved in cooperation with other Sections of CIGR and Information Technology associations throughout the world.
Statement of Scope:
Human and animal powered agriculture has evolved to sophisticated methods to produce food and fiber by means of inputs such as machinery, energy and knowledge. These information inputs are generally a combination of mechanics and electronics applied to biological systems, which involve: Real Time Systems, Instrumentation and Control, Automation, Robotics, Machine Vision, Communication Technologies.
As agriculture is turning more to advanced business operations, more advanced Information Processing Systems are developed to gain wide acceptance in the new century. These include the following technologies: Artificial Intelligence Methodologies, Information Processing Technologies, Simulation And Modeling, Knowledge Based Systems, Decision Support Systems, Geographical Information Systems, Global Positioning Systems, Farm and Crop Management Systems, Precision Agriculture, Data Communications and Agricultural Networks, Data Processing, Knowledge Repositories, Data Mining.
It is not intended that this Section would reduce or inhibit any of the activities of the other Sections. The Information Systems Section will cooperate with other organizations that deal with the development and advancement of information systems for agriculture..
Rationale
The key elements to support the creation of a new Section are: 1) Information Systems is a rapidly evolving component for agricultural production, and 2) Information Systems needs to be coordinated within CIGR Sections and with other continental or international organizations.
Communications and transportation advances have unified the scientific community as well as the market inputs and outputs from Agriculture. Information products enhance information distribution as management assistance tools, or embedded into classical technical infrastructure and equipment to enhance the efficiency and functionality of these systems. All these developments are technical products used as inputs in the primary and secondary agricultural production process, covering the whole application spectrum in the CIGR domain. The rapidly evolving field of Information Systems needs well-organized support to help CIGR application sections become more effective in their activities for the benefit of the worldwide society. Information Systems has become more and more of a key component in agricultural engineering activities like land and water, mechanization, climate control, structures and processing.

The work plan will consist of activities on

1. Initiate interactions within the IS Section membership, (IS Section Board)
2. Promote interactions with the other CIGR Sections, (IS Section Board)
3. Sponsor CIGR conferences and workshops, (IS Section members)
4. Jointly sponsorship conferences with other organizations, (IS Section members)
5. Lead the effort to form a coalition of IS and IT international organizations (EFITA, AFITA, IFAC, SEASEA, ASAE, EurAgEng, etc.) (IS Section Board)
6. Evaluate the possibility of an electronic journal for IS. (IS Section board)
Relation to other CIGR Sections and organizations
The organizational structure for worldwide cooperation will be an evolving process, but it is proposed that the IS Section should work closely with the other national organizations as listed in the delegates portion earlier in this report, IFAC, ASAE, EurAgEng, EFITA, SEASEA, and AAAE. By corresponding with those designated delegates from these, and possibly other, organizations this CIGR Section will maintain a coordinating role and a leadership role within CIGR. One possibility is the formation of a NEW ITA world-Organization (UFITA) in which existing continental and national organizations will be transformed to regional chapters. This would then result in the development of an internal central structure with scientific divisions/sections.
Historical Background
The Executive Board of CIGR recommended the formation of a new Working Group at its meeting at the XIII International Congress in Rabat, Morocco, 1998.
Informal discussions were held with participants at other IS/IT conferences, June 17, 1998 in Athens, Greece and July 7, 1999 in Beijing, China.
The Executive Board of CIGR (July 1999, Toronto, Canada) endorsed preparing a work plan for forming a new CIGR section on Information Systems. Approved at the World Congress in Japan in November 2000.
